1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for project as described in this
Document. Submit bids according to the Instructions to Bidders.
1. Regulatory Requirements: Illinois Park District Code (70 ILCS 1205 / 8-1) shall govern
submittal, opening, and award of bids.
B. Project Identification: Des Plaines Park District: Lakeview Electric Service Upgrades
1. Project Location: 1177 Howard Ave, Des Plaines, IL 60018
C. Owner: Des Plaines Park District.
1. Owner’s Representative: Donald Miletic, Executive Director
D. Architect: Cordogan Clark & Associates, Inc.
E. Construction Manager: Cordogan Clark Consulting Services, Inc.
F. Project Description:
1. Electrical Service Upgrades. Upgrading existing service from sing 600A to 2 new
services (1-600A and 1-1200A) including metering and switch equipment.
G. Construction Contract: Bids will be received for (1) Bid Package encompassing the following
work:

1.2 BID SUBMITTAL AND OPENING
A. Owner will receive emailed lump sum bids until the bid time and date given below. Owner will
consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and
delivered as follows:
1. Bid Documents Available: December 07, 2022
2. Pre-Bid Meeting: December 19, 2022 10:00 a.m. (local time) on site.
3. Bids Due: December 21, 2022 3:00 p.m. (local time)

B. Bids will be thereafter publicly opened and read aloud. Refer to document 002113 “Instructions
to Bidders” for more information.
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 10 percent of the bid amount. No
bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right
to reject any and all bids and to waive informalities and irregularities.
1.4 PREBID MEETING
A. Prebid Meeting: The meeting shall be held onsite on December 19th, 2022 at 10:00 a.m. local
time. See Document 002513 “Prebid Meetings.”
1.5 DOCUMENTS
A. Online Procurement and Contracting Documents: Obtain access after December 07th, 2022

Contract Documents may be obtained by Bidding Contractors from Cordogan Clark &

invitation sent to each Company on or after, October 11, 2022. Bidders may also contact Vesco

896-2115, to obtain the bid documents.
1.6 TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete
the Work within the Contract Time as noted in the Project Schedule in the Bid Documents
1.7 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and
Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the
