SECTION 002000 – NOTICE TO BIDDERS

A. St. Charles Public Library (hereinafter referred to as the Owner) will receive bids for the

following project until 10:00 A.M. CST, local time, on February 26, 2026, at One South Sixth

Avenue, St. Charles, IL 60174

B. Bids will be publicly opened and read at the time and location noted above.

C. A public advertisement was posted on January 21, 2026.

D. Contract Documents may be obtained by Bidding Contractors from ADC Technologies /

Vesco Reprographics 630-896-2115 or Cordogan Clark & Associate’s online plan room

http://www.cordoganclarkplanroom.com, on or after, January 26, 2026.

E. All bids must be accompanied by a Bid Security in the form of Bid Bond for the full amount

of the Contract (plus additive alternates) made payable to the Owner within seven days of

notification of award.

F. A nonmandatory pre-bid conference will be conducted remotely via Microsoft Teams on

February 9, 2026, at 2:00 pm. See Section 002513 "Prebid Meetings" to access the meeting.

G. Contractors shall conduct the site walk throughs on their own as necessary. No appointments

are necessary.

H. For site access after the pre-bid meeting, contact Cordogan Clark at

I. All bidders are required to visit the site. The project site is available for inspection on a

limited basis after the mandatory pre-bid meeting.

J. The Contractor shall pay, if applicable, not less than the prevailing rate of wages as

established, to all laborers, workmen and mechanics in the performance of Work under this

Contract in accordance with “An Act regulating wages of laborers, mechanics and other

employed under contracts of Public Works.” 820 ILCS 130/1 et seq.

K. The Owner reserves the right to reject all bids, to waive any informality in bidding, or accept

the bid that, in his opinion, will serve his best interests.

L. This Notice is written in the name of the Owner by Cordogan Clark & Associates, Inc.
